Speaking of World War Z, the decoy wasn't a decoy, it was camouflage to give the soldiers an upper hand in fighting the infected. They could easily eliminate large numbers of them without the risk of getting bitten and infected, thus stopping it from spreading.
Exterminating the infected IS the cure. If no infected are left to infect others, the infection cant spread.
There is really no way of getting a cure to work in a zombie movie, majority of the zombies you see are already decomposing, they got some serious wounds and even IF they were "cured" a living person wouldn't be able to survive in that condition. You can argue that a cure can just be a vaccine for the non-infected, which will prevent them from becoming a zombie, but I personally disagree that it is correct to lable a vaccine a "cure". As it doesn't cure anything, it simply prevents the original problem - the infection - from happening.
